County Assembly Official Arrested For Changing Year Of Birth In Tricks To Secure Job

The Ethics and Anti-Corruption Commission (EACC) has arrested David Geoffrey Ombiro, an Administrative Officer at the Kisii County Assembly, for allegedly using fake documents to secure his job.

EACC stated on Tuesday, September 10, that investigations revealed that Ombiro had altered his birth certificate โ€” changing his year of birth from 1967 to 1973 โ€” and used it to obtain a new national ID.ย 

He is also accused of forging a Kenya Revenue Authority (KRA) PIN, National Hospital Insurance Fund (NHIF) card, and National Social Security Fund (NSSF) card to match the fake identity, which he submitted as part of his employment records.

The Director of Public Prosecutions (DPP) approved charges, including oneย count of deceiving a principal, fiveย counts of forgery, and fiveย counts of uttering false documents.

โ€œOne (1) count of deceiving principal contrary to section 41(2) as read with section 48 of the Anti-Corruption and Economic Crimes Act, 2003, Five (5) counts of forgery contrary to section 345 as read with section 349 of the Penal Code, and Five (5) counts of uttering a false document contrary to section 353 of the Penal Code,โ€ stated EACC in part.

Ombiro was processed at the EACC South Nyanza office, detained at Kisii Central Police Station, and later arraigned at the Kisii Anti-Corruption Court.

He, however, pleaded not guilty and was released on a bond of Ksh 150,000 or cash bail of Ksh 70,000. The case will be mentioned for pre-trial on September 25, 2025.

Ombiroโ€™s arrest marks the newest step in EACCโ€™s ongoing crackdown on document fraud in public offices, following several high-profile cases resolved in recent months.

Just weeks ago, EACC charged Dorothy Jepkoech Kiptoo, an employee of the Office of the Auditor General, with fraudulently securing public employmentย using a forged academic certificate.

According to investigations, Kiptoo was accused of falsifying a Kenya Certificate of Secondary Education (KCSE) certificate and presenting it as an authentic document issued by the Kenya National Examination Council (KNEC), which she allegedly used to gain employment at the Auditor Generalโ€™s office.
