United Democratic Alliance (UDA) Nairobi Member of County Assembly (MCA) for Githurai Ward, Deonysias Mwangi Waithira, has officially resigned.
In a letter to the Speaker of the Nairobi City County Assembly dated September 17, 2025, Mwangi cited ongoing frustrations with the County Executive, accusing it of failing to implement projects and provide essential services to Githurai residents, as the reason for his exit.
โI, Hon. Deonysias Mwangi Waithira, holder of National Identity Card No. 22580672, do hereby tender my resignation from the elective position of Member of the Third Nairobi City County Assembly for Githurai Ward, having been duly elected and subsequently gazetted vide Gazette Notice No. 9956 of 24th August 2022, under Constituency Code No. 279 and County Assembly Ward Code No. 1391, on the United Democratic Alliance (UDA) Party ticket, with effect from Monday, 1st November 2025,โ read the letter in part.
โThis resignation is made pursuant to Article 194(1)(d) of the Constitution of Kenya, 2010, which provides that the office of a member of a county assembly shall become vacant if the member resigns in writing addressed to the Speaker of the County Assembly.”
Mwangi Waithira acknowledged the legal provisions guiding the resignation process, citing both the County Governments Act, 2012, and the Nairobi City County Assembly Standing Orders.
He raised concerns about operational setbacks in his ward office, such as delays in the release of imprests and weak mechanisms to enforce Assembly resolutions, which he argued hampered his ability to serve effectively. Despite utilising parliamentary statements, committee engagements, and oversight avenues, he said his efforts and those of Githurai residents had been consistently ignored or delayed.
The MCA highlighted a list of unresolved issues, all documented in the Assembly Hansard. These include poor road infrastructure affecting Cifu Road, Rurii Powerline Road, Chiro Road, Mucoe Road, Kweche Road, and Kirogo Road.
He also faulted the neglect of Githurai Level 3 Hospital, citing understaffing, lack of a perimeter wall, incomplete waiting bay, inadequate washrooms, and an unfinished maternity wing, despite several attempts to secure budget allocations.
Additionally, he criticised the stalled development of Githurai Sports Ground, a project the County Executive has promised to prioritise for over two years, and flagged false reporting in executive documentsโfor instance, Chiro Road being marked as ongoing despite no activity.
He further pointed out discrepancies where projects were reported as completed and fully paid for, yet no actual work was done.
Among these were grading, gravelling, and drainage works on Mbuta Road and Kirogo Road, worth Ksh4.9 million under contract NCC/WDF/T/044/2018-2019, and similar works on Nduruma Road, Chiro Road, Mwafrika Range, PCEA, Achievers, Riflo I & II, Stima ya Maendeleo Road, Main Road, and Stendo Road, worth Ksh12.9 million under contract NCC/WDP/T/035/2019-2020.
โThese are not mere personal concerns but the sovereign aspirations of the people of Githurai Ward, expressed during public participation forums, particularly in the Third Generation County Integrated Development Plan (CIDP), Annual Development Plans (ADPs), County Fiscal Strategy Papers (CFSPs), and the corresponding Budget Estimates. Unfortunately, these aspirations have remained unfulfilled promises on paper,โ he wrote.
โPlease consider this letter as my formal notification of resignation, and I trust that the necessary steps will be taken in line with the Constitution, the County Governments Act, and the Assembly Standing Orders and a seamless leadership transition for the residents of Githurai Ward,โ he added.
Deonysias Mwangi Waithira represented Githurai Ward in the Nairobi City County Assembly under the United Democratic Alliance (UDA) party. Elected as a Member of County Assembly (MCA), he was known for his vocal stance on service delivery and accountability within Nairobiโs county government.
