The Kenya Union of Post Primary Education Teachers, KUPPET Kisumu executive secretary has called on the Teachers Service Commission to grant the Junior Secondary Schools autonomy to end the frequent leadership rows.
Speaking in Kisumu, Zablon Awange said junior schools will only be effective if they are manned by independent mangers that control all aspects of learning, adding that the schools should now be independent in order for efficiency to prevail.
Awange similarly called on the TSC to post qualified personnel to junior schools and set up an administration to oversee transition to senior schools.
The official said change of names to schools in schools or cluster 1-11 will not solve any problem nor even improve learning in schools adding that clear leadership framework should be put in place to make the school achieve it mandate.
He questioned the intentions of HOIs controlling the activities in the junior schools maintaining that that should be surrendered to the Junior School teachers.
He said many junior schools teachers have been forced to teach in areas where they have not been trained on.
โA teacher who has been trained to teach history and religious studies are now being forced to teach physicsโ he said.
He called on the education stakeholders to sit down and agree on the desired pathways, adding that pioneer students have been given a raw deal moving forward and the tussles should not interfere with their learning.
Awange warned of chaos and mayhem if things are not ironed out alleging that the interest of some school heads is capitation and not quality education as many schools do not have laboratories.
โAs KUPPET we are concerned about quality education and not capitation and numbersโ he said.
He called for the full release of schools capitation funds saying that there is nothing like ghost schools as the Ministry has all the details and data of every school in Kenya, thus it should act rather than peddling around with rhetoric statements.
