One of the Nairobi City Water and Sewerage Company (NCWSC) employees is alleged to have forged academic documents and fraudulently acquired property.
Teresia Chepkemoi Chepkwony, a former employee in revenue collection, technician, and marketing assistant with NCWSC, allegedly forged a KCSE certificate from Boron Secondary School showing a C+ mean grade on or around September 18, 2017. She then presented it as an authentic certificate issued by the Kenya National Examinations Council (KNEC), fully aware that it was false.
In addition to the academic forgery, Teresia faces charges of fraudulently acquiring public property. Authorities claim she received over KSh 7.5 million in salaries from NCWSC between March 1 and December 31, 2013, relying on the forged KCSE certificate. She is also charged with uttering a false document and deceiving her employer, violations of Sections 41(2) and 48 of the Anti-Corruption and Economic Crimes Act.
Investigators allege that she misled Titus Tuitoek, the companyโs human resource manager, by falsely claiming on her personnel record form that she held a valid KCSE certificate, fully aware that it was not genuine.
Teresia appeared before Principal Magistrate C.N. Ondieki at the Milimani Anti-Corruption Court on Wednesday and pleaded not guilty. The court released her on a KSh 500,000 bond with one surety of the same amount. Alternatively, she could secure release by depositing a cash bail equivalent to about one-fifth of the bond and providing suitable contact persons whose details would be kept on file.
The case is scheduled for further mention on September 3, when the court will issue additional directions.
