According to legislators, university officials usurped the powers of the National Assembly in allocating resources to public entities and thus breached procurement regulations.

The Bumula MP also expressed concerns that the Nakuru county-based public university is grappling with seven stalled projects. They include the library, the administration block, the agronomy centre, the health science complex, the business and commerce building, among others.

He warned that the committee will make strong recommendations to the National Assembly on the glaring irregularities, and the officials may face prosecution once the report is made.

At the meeting, the former chief finance officer at the institution, Moses Ouma, was at pains to explain the circumstances under which he authorised the diversion of the development funds.

Ouma told the committee that the university was hard-pressed with its financial commitments and had no choice but to borrow from the kitty to meet the obligations.

According to a report by the Auditor General, Nancy Gathungu, the stalled projects do not derive value, and there is a risk that the amount needed to complete the projects will increase.

Egerton University, which prides itself on its agriculture programs and research, has faced its share of struggles in the past few years due to huge financial challenges that led to numerous strikes by the dons and staff.
