PS Basic Education Prof Julius Bitok extends deadline to September 12 for schools to submit verified enrollment data

The Ministry of Education (MoE) has given all public schools until Friday, September 12, 2025, to submit updated learner enrollment data.

This is part of a nationwide clean-up aimed at eliminating ghost schools and inflated figures that have plagued capitation management for years.

Auditor-General and Parliament have for many times hpointed out irregularities in capitation disbursements, citing inflated enrollment numbers and nonexistent institutions as loopholes that drain public resources

Permanent Secretary for Basic Education Prof Julius Bitok now insists that every shilling must reach the right school and benefit the right learner.

So far, 3,000 schools whose data have been verified have already received their third-term funds, with the verification exercise continuing across the country. Education officials assured schools that by the end of next week, all compliant institutions will have been credited.

โ€œThis clean-up is corrective, not punitive. It safeguards public resources, stabilises school operations, and most importantly, protects the learner,โ€ Bitok said.

The directive requires all 32,000 public schools to submit their fresh enrollment data as a condition for accessing capitation; those who deliberately ignore the order risk facing firm action.

By extending the submission deadline, the government said it was giving schools a fair chance to comply, while also signalling its resolve to enforce accountability in the education sector.

โ€œAs Government, our duty is to protect the future of our children and safeguard the integrity of our education system,โ€ Bitok added.
