Former Nairobi Town Clerk Philip Kisia has dismissed the recently proposed 10-member committee by the Orange Democratic Movement (ODM), which is expected to fast-track the implementation of the party’s 10-point agenda as outlined in the ODM Memorandum of Understanding (MOU) that led to the formation of a broad-based government.
Speaking during an interview aired on Tuesday, August 5, 2025, Kisia strongly criticised the move, terming the formation of the committee unnecessary and unstructured.
He argued that the committee is a complete waste of time and an indication that the party lacks clarity and vision. According to him, the proposal is going nowhere and does not reflect proper planning or foresight.
“This committee they are forming is a total waste of time – a complete waste of time. It shows that they lack clarity; they did not have a vision. It is going nowhere,” Kisia said.
Kisia further stated that the committee appears to be an afterthought, pointing out that more than half of the issues listed in the 10-point agenda do not require the formation of a committee. He emphasised that those items should be implemented immediately rather than wasting time constituting a team.
“The 10 committee members are an afterthought; more than half of the things in that report do not need a committee. Implement those ones first before you form a committee,” he added.
He questioned whether a roadmap was developed during the draughting of the 10-point agenda, suggesting that the plan may not have been carefully thought through. He noted that if it had been properly structured from the beginning, the implementation framework and team should have been clearly outlined alongside the agenda.
“When you were drawing that 10-point agenda, did you draw a roadmap on how it will be implemented? Did you draw a roadmap, or did you just sit down and come up with a 10-point agenda? Was it thought through carefully? Because if you did, we should have seen this is the 10-point agenda and this is the team that will implement it,” he added.
On July 29, 2025, ODM’s Central Committee, chaired by Raila Odinga, resolved to form a 10-member technical team to fast-track the implementation of the MoU’s 10-point agenda.
The agenda includes the implementation of the NADCO report, protection of youth livelihoods, the right to peaceful assembly, adherence to the rule of law, and anti-corruption measures, all aimed at addressing delays in the agreement’s execution.
