The Teachers Service Commission (TSC) has listed a total of sixty nine teachers it has deregistered and fired for various sexual misconduct.
Making the revelation while appearing before the Senate Education Committee in Mombasa, TSC Director of Legal, Labour and Industrial Relations Calvin Anyuor said the Commission had received a total of 111 cases since January 2024.
The cases, he said, range from sexual relations with learners to molestation, pornography and inappropriate conduct.
โOf the 111 cases, 69 teachers were dismissed and deregistered, meaning they can never teach anywhere in the world. Their teaching licences have been permanently revoked,โ he said.
Another 9 were also dismissed but were not deregistered, while 25 were suspended and may be reinstated after serving their suspension.
One intern teacher was also removed from the register of teachers.
Mr. Anyuor added that four teachers were acquitted after evidence cleared them, while three cases were dropped after the implicated teachers died before hearings.
He said all cases were handled through a fair legal process supported by evidence.
โNot all are guilty, at least four were cleared and walked scot free. We attempt to be fair but remain firm on learner abuse,โ he said.
To strengthen accountability, TSC has enhanced reporting channels, including a toll free hotline and email for anonymous complaints, and implemented an Integrity Policy to protect whistleblowers.
Circular No. 3 of 2010 also requires all incidents to be reported within 24 hours.
However the teachers are entitled to their benefits even after they are dismissed and deregistered by TSC.
In the 2025-2029 Collective Bargaining Agreement (CBA) between the Commission and Teachersโ unions, it was agreed that teachers who exit service through resignation or dismissal will be entitled to their terminal benefits.
Consequently, all teachers who exit service on account of dismissal or resignation from service are eligible for payment of terminal benefits.
However the policy directive is applicable to teachers who exited service after 6th April, 2018.
Below is a circular that was released by TSC to guide payment of teachers after their dismissal or resignation from service.

TERMINAL BENEFITS ON RESIGNATION OR DISMISSAL FROM SERVICE
In the 2025-2029 Collective Bargaining Agreement (CBA) between the Commission and Teachersโ Unions, it was agreed that teachers who exit service through resignation or dismissal will be entitled to their terminal benefits.
Consequently, all teachers who exit service on account of dismissal or resignation from service are eligible for payment of terminal benefits.
Please note that the policy directive is applicable to teachers who exited service after 6th April, 2018.
To this end, teachers who exited service from 6 th April, 2018 onwards, through either dismissal or resignation, are required to contact the nearest TSC County or Sub-County Office for guidance on the required documentation to enable the Commission process their claims for purposes of payment of their terminal benefits by the National Treasury.
The affected teachers or their beneficiaries are required to submit the documents through their respective TSC Sub-County Directors.
The Sub-County Directors will verify the documents to ascertain accuracy and completeness before forwarding to the County Directors for onward submission to the Head Office.
The primary documents required to facilitate the processing of the terminal benefits are:-
